Burning is too dignified for it. I think I’d cut it up and use it to clean up after my dog.

Are there flag police you can report this too? It’s got to be a violation of the flag code and it certainly is degrading to the flag.

The Supreme Court said that what we do with the American Flag comes under our freedom of speech, which is recently discussed under “free expression.” There is no binding flag code, only informal guidelines. The only regulations are self-adopted by the military, government, etc. As a citizen you can do what you please, with the American flag.
